Operator hiring and technical hiring are opposite problems in Mexico right now, and treating them as one is why shortlists disappoint.
For operator-level roles on the border there is no shortage of applicants — Ciudad Juárez alone went from roughly 317,000 maquiladora jobs at the start of 2023 to about 257,000 at the start of 2026, with plant closures and more candidates than openings. The work there is filtering: separating the people who will still be on the line in month four from the ones who will not.
Technical hiring is the mirror image. Compliance
Where REPSE does and does not apply to recruiting
Pure recruitment does not require it. If we source and screen and the person signs with your Mexican entity, you are buying a professional service and the employee is yours from day one. What matters there is the quality of the process and the guarantee behind it.
The moment we employ, it does. If the people stay on our payroll and work in your plant, that is a specialized service under Mexico’s 2021 labor reform and the provider must hold an active REPSE registration with the Ministry of Labor. Contracting an unregistered provider makes your company jointly liable for wages and social-security contributions and can make the invoices non-deductible, with fines from 2,000 to 50,000 UMA per infringement.

What drives recruiting fees in Mexico
Direct-hire recruitment is quoted per position; inside a staffing contract, operational recruitment is included in the monthly fee. We do not publish a rate card, because the honest answer depends on:
- Scarcity of the profile. An operator search and an automation technician search are not the same work, and a search outside your state costs more than one inside it.
- Volume and timeline. Forty hires for a ramp and one confidential replacement price differently.
- Seniority. Executive and confidential searches carry a different model than operational hiring.
- Screening depth. Psychometrics, technical testing and background checks are scoped to the role, not applied uniformly.
- Length of the guarantee. The replacement window is agreed by profile type and is part of the commercial conversation.
The comparison worth running is not fee against fee. It is fee against the cost of the vacancy staying open — and against the statutory severance of getting the hire wrong twice.
