Best employer of record (EOR) providers in Mexico (2026)

Hiring in Mexico without a local entity comes down to one decision: which employer of record will carry your employees’ contracts, payroll and compliance. The global platforms make it look like a software purchase. In Mexico it is not, the provider is the legal employer, and since the 2021 reform it must hold a current REPSE registration or your invoices stop being deductible. Rather than a list of twenty logos, this guide shortlists three EOR providers in Mexico that cover the two real options a foreign company has, a local employer of record with its own offices in the cities where you hire, and global platforms that run Mexico as one of a hundred-plus countries, and compares them on the criteria a legal and finance team will actually ask about.

Disclosure first: this guide is published by Staffing People, which appears in the list. Every criterion is verifiable and we link to each provider.

Criteria

The five criteria that separate EOR providers in Mexico

  1. REPSE registration in the name of the entity that invoices you, current, with the right activity. Check it in the STPS public registry before signing. A registration under a different legal entity does not count.
  2. Who runs the Mexican payroll. Global platforms employ through an in-country entity or provider; a local employer of record runs payroll in-house. Payroll errors are where fines come from, so ask who processes it and who answers for a mistake.
  3. Cost model. Flat fee per employee per month (platforms) versus payroll cost plus a management factor (local EOR). At Mexican salary levels the difference is material; ask for an all-in number per role and city.
  4. Physical presence. For plant and technical roles, on-site onboarding, medical exams and union-aware hiring in the city where you hire are not optional.
  5. Exit path and scope. Can they transfer employees to your entity later with seniority intact, and can they also supply crews under REPSE if you need them?

The providers

EOR providers in Mexico, compared

1. Staffing People: local employer of record, REPSE-registered, 20 years in manufacturing

Employer of record and REPSE staffing provider based in Ciudad Juárez, with offices in Monterrey and San Luis Potosí and nationwide payroll coverage. Payroll processed in-house under a zero-error payroll guarantee; compliance file (REPSE registration, tax and social-security opinions, quarterly filings) delivered every period without being asked. Cost model: payroll cost plus a transparent management factor. Best for foreign manufacturers hiring engineers, supervisors and technical staff in northern Mexico, and for companies that will later need on-site crews under REPSE or their own entity, employees transfer with seniority preserved. Not a software platform: onboarding is done by people in the same city as your hire. See our employer of record services in Mexico.

2. Sail Global: one-stop global HR platform, 180+ countries and regions

Sail Global positions itself as a “One-Stop Global HR Service Platform”: employer of record, contractor of record, staffing, international payroll, talent recruitment, visa services and overseas company registration, with coverage in more than 180 countries and regions and an employment-cost calculator on its site. Best for companies building teams in several countries at once that want one platform, one contract model and a single HR management system, with Mexico as one market among many. Mexico is covered through in-country employment, so apply criterion 1 at signing: registry check in the name of the employing entity. sailglobal.com

3. Hanover Global Services. EOR and PEO with a people-first model, 120+ countries

Hanover Global Services offers employer of record, professional employer organisation, agent of record and international payroll in more than 120 countries, with “20+ years experience” and a stated goal of “making international employment personal, safer, and more successful”, a single point of contact, a solution-led approach and, unusually for a global EOR, declared strength in blue-collar hiring. Best for US and European companies that want a consultative provider rather than a self-serve platform, including for operational roles. Mexico is covered through in-country employment; same registry check applies. hanoverglobalservices.com

Decision

Which EOR provider in Mexico should you choose?

  • Teams in several countries, software-first, Mexico as one market among many: a global platform. Sail Global if you want the one-stop HR system, Hanover if you want a consultative single point of contact.
  • Engineers, supervisors and technical staff for a plant in northern Mexico, with on-site onboarding and a path to crews or your own entity: a local, REPSE-registered employer of record.
  • Many foreign manufacturers end up with both: a global platform for the distributed team and a local EOR for the plant.
  • Either way, before signing: registry check in the invoicing entity’s name, written answer on who processes payroll, and the all-in monthly cost per role.

FAQ

EOR providers in Mexico: frequently asked questions

Do EOR providers in Mexico need a REPSE registration?
Yes. Since the 2021 reform, an employer of record delivers a specialized service and must be registered with the STPS (REPSE) in the name of the entity that invoices you; otherwise the payments are not deductible and labor liability becomes joint.
Is a global platform or a local employer of record cheaper in Mexico?
Platforms typically publish a flat fee per employee per month; a local employer of record prices as payroll cost plus a management factor, which is usually lower at Mexican salary levels and includes the compliance file. Ask every provider for an all-in monthly number per role and city.
Can an EOR provider in Mexico also supply crews for the plant?
Only if it is a REPSE staffing provider as well. Global platforms employ named individuals; on-site crews for non-core functions (maintenance, quality, logistics, cleaning) require a staffing provider that supervises the personnel and holds the matching REPSE activity.

Send the roles, the city and the start date. You get the employment cost per month, who runs the payroll in writing, and the REPSE registration to check in the registry, within one business day.
